The downsides I think are in the beginning - it is a new technology - so the early adopters (I am never an early adopter, but I may be if I can sign up for this service) will bear the brunt of all the technical and logistical glitches that any new tech is guaranteeed to have. The biggest downside I expect are the more frequent outages or lack of signal, and perhaps more variability in latency (delay in the signal going from earth to satellite and back).

I don't know about this French village, but I'll check into it. If you find out before me, please post what you find.
