What a brilliant idea! I use some primitive forms of arbitrage, like taking out low-interest loans for car (which in my youth I paid cash for), and invest the upfront cash instead to earn higher investing income greater than the loan interest... But the geographic arbitrage sounds much more fascinating and a great twist on the concept!
