Yes the cops were in on this riot - they as a group are strongly pro-Trump so no surprise. If this were a group of minorities, the police would have machine-gunned them down. The contrast in how kid-gloved these white terrorists were treated and how any black or brown person gets gunned down for no reason is blatant and shocking.
